In my opinion, Lubuntu ships with some fairly ugly defaults. In all fairness, 11.10 was a huge improvement over 11.04. However, here's some modification ideas.
Docky, semi-transparent panel on top, Faenza icon theme.
PCManFM file browser. Looks like an elementary theme.

Secondary click the panel, click panel settings. In the geometry tab, click the "top" edge radio button. This particular screenshot has some transparency set. You can play around with that in the appearance tab. The icon to the left can be changed by secondary clicking and editing it.

how can I have the top panel (like yours) and hide the lower-ugly panel?
already got synapse and cairo-dock and faenza icons
